Portsmouth
Portsmouth is Hampton Roads' working older brother to Norfolk, sitting across the Elizabeth River with the Navy's oldest shipyard as its anchor and identity. Olde Towne does the brick-and-cobblestone routine convincingly, the High Street ferry to Norfolk is a date in itself, and rents stay friendlier than the beach side of the bridge-tunnel. The tradeoff: stretches of the city still feel mid-recovery, the dating pool skews shipyard-shift-coded, and you will spend real time waiting on bridges. Honest pick if you want Norfolk proximity without Norfolk prices, and do not mind a quieter Tuesday.
